Monroe County ARPSC Membership Requirements
Must be at least 18 years of age and meet the following requirements:

Basic Member | Completion of ARES® Registration Form (FSD-98) Sign Code of Conduct Complete Skywarn® Spotter Training once every 2 years* Criminal History Check (as conducted by MCS for RACES) |
Participate in 1 public service communications event per year [Check in to 1 ARPSC Net per month -and- Attend 1 ARPSC Membership meeting per quarter] -or- Initiate 1 e-mail correspondence to EC per quarter describing station status and readiness to participate |
Serve as Skywarn Spotters Assist in providing communications for parades, runs, walkathons, congregate care centers, shelters and other field assignments |
Advanced Member | Basic member in good standing (see above) Operate as Skywarn NCS under supervision of NWS Liaison Completion of FEMA Training Modules: • IS-100 • IS-700 • IS-22 |
Participate in 1 public service communications event per year [Check in to 1 ARPSC Net per month -and- Attend 1 ARPSC Membership meeting per quarter] -or- Initiate 1 e-mail correspondence to EC per quarter describing station status and readiness to participate |
Above, plus serve as Skywarn NCSs RACES Member if completed IS-200 and IS-800 |
Field Team Leader | Advanced Member in good standing (see above) Receive briefing from NWS Liaison on Key Station practices and procedures Completion of FEMA Training Modules: • IS-200 Completion of course material for ARRL EC-001 course |
NCS 1 Monday Night ARPSC Net per Quarter (total 4 per year) Participation in 4 ARPSC Steering Committee meetings per year Coordinate (NCS/lead) 1 public service communications event per year - Make Position Assignments - NCS Event - Conduct post event critique - Author activity report describing event, participants, critique, etc. (submitted to EC within 7 days of event) |
Above, plus serve as Skywarn Key Station RACES Member if completed IS-800 |
Assistant Emergency Coordinator / Deputy Radio Officer | Field Team Leader in good standing (see above) Completion of FEMA Training Modules: • IS-800 |
NCS 2 Monday Night ARPSC Net per quarter (total 8 per year) Participation in 6 ARPSC Steering Committee meetings per year Coordinate (NCS/lead) 1 public service communications event per year - Make Position Assignments - NCS Event - Conduct post event critique - Author activity report describing event, participants, critique, etc. (submitted to EC within 7 days of event) Liaison to served agencies as assigned by EC |
Above, plus serve as NWS Liaison If IS-300 & 400 qualified, may serve as operator / liaison in the Monroe County Emergency Operating Center. |
Emergency Coordinator / Radio Officer | AEC/DRO in good standing (see above) Completion of FEMA Training Modules: • IS-300 and IS-400 (when available) Completion of course material for ARRL EC-016 course |

Manage overall Monroe County ARES, RACES and amateur radio Skywarn operations in accordance with ARPSC policies and agreements. |
* Can join as Basic Member without having completed Skywarn Spotter Training, but must complete training at next opportunity offered.
Note: Administrative positions may be created that will require only the training and expectations as determined by the EC.
